That's a Sanghelli Elite. They're kinda sorta bad guys in the game but their legs are the same way as in your drawing as you can probably tell.

Yeah I've never played or even watched a lets play of Halo ^^' Still you aren't a sanghelli elite in Invader Zim. Plus if I said that you were there could be a lot of copyrights involved ^^'
